VGNKI implements state policy in the Russian Federation for ensuring the quality and safety of veterinary drugs, feed and feed additives for animals, and food products. The institution holds permits to work with pathogens of III–IV pathogenicity groups, deposits microorganism strains into the collection based at VGNKI, and develops and validates testing methods. The Center also provides expert review and support of marketing authorizations for veterinary drugs, conducts molecular diagnostics of animal diseases, and delivers over 200 educational programs. VGNKI includes accredited Certification and Inspection Bodies, a Testing Center, a Metrology Service, and a Provider of Interlaboratory Comparison Tests (PT provider). The institution's Certification Body performs voluntary certification of veterinary drugs; feed and feed additives; cosmetic products for animal care; breeding material; meat and fish products. It also issues certificates of conformity to manufacturers of products and means for crop and livestock production used in organic agriculture. VGNKI is authorized to inspect foreign manufacturers of veterinary drugs for compliance with Good Manufacturing Practice (GMP) requirements. The Veterinary Center of VGNKI offers a wide range of services for the diagnosis, prevention and treatment of pet diseases. The Veterinary Center operates departments of surgery; intensive care and emergency medicine; and ultrasound diagnostics. VGNKI holds the status of a Reference Center of the World Organisation for Animal Health (WOAH) for the diagnosis and control of bacterial animal diseases and for food safety for Eastern Europe, Central Asia and the Transcaucasia. Additionally, VGNKI is a Reference Center of the Food and Agriculture Organization of the United Nations (FAO) for the quality control of vaccines and veterinary drugs.
Cơ quan ngân sách nhà nước liên bang «Trung tâm VGNKI» thực hiện chính sách nhà nước của Liên bang Nga trong lĩnh vực bảo đảm chất lượng và an toàn của thuốc thú y, thức ăn chăn nuôi, phụ gia thức ăn cho động vật và sản phẩm thực phẩm. Cơ quan này được cấp phép làm việc với các tác nhân gây bệnh thuộc nhóm độc lực III–IV, lưu giữ các chủng vi sinh vật trong bộ sưu tập trên cơ sở của Trung tâm VGNKI, đồng thời phát triển và thẩm định các phương pháp nghiên cứu. Trung tâm cũng thực hiện thẩm định chuyên môn và hỗ trợ hồ sơ đăng ký thuốc thú y, tiến hành chẩn đoán phân tử các bệnh động vật và triển khai hơn 200 chương trình đào tạo. Trong cơ cấu của Trung tâm VGNKI có các cơ quan được công nhận về chứng nhận và kiểm định, Trung tâm thử nghiệm, cơ quan đo lường tiêu chuẩn và đơn vị cung cấp các chương trình thử nghiệm so sánh liên phòng thí nghiệm (ILC). Cơ quan chứng nhận của trung tâm thực hiện chứng nhận tự nguyện đối với thuốc thú y; thức ăn chăn nuôi và phụ gia thức ăn; mỹ phẩm chăm sóc động vật; vật liệu giống; sản phẩm thịt và thủy sản. Ngoài ra, cơ quan này còn cấp giấy chứng nhận hợp chuẩn cho các nhà sản xuất sản phẩm và chế phẩm phục vụ trồng trọt và chăn nuôi được sử dụng trong nông nghiệp hữu cơ. Trung tâm VGNKI được trao thẩm quyền kiểm tra các nhà sản xuất thuốc thú y nước ngoài về mức độ tuân thủ các yêu cầu của Quy tắc thực hành sản xuất tốt (GMP). Trung tâm thú y của Trung tâm VGNKI cung cấp đa dạng dịch vụ chẩn đoán, phòng ngừa và điều trị bệnh cho thú cưng. Tại Trung tâm thú y có các khoa: phẫu thuật; hồi sức và điều trị tích cực; chẩn đoán siêu âm. Trung tâm VGNKI là trung tâm tham chiếu thuộc Tổ chức Thế giới về Sức khỏe Động vật (WOAH) về chẩn đoán và kiểm soát các bệnh do vi khuẩn ở động vật, cũng như về an toàn thực phẩm phục vụ các quốc gia Đông Âu, Trung Á và khu vực Kavkaz. Ngoài ra, Trung tâm VGNKI còn là trung tâm tham chiếu của Tổ chức Lương thực và Nông nghiệp Liên Hợp Quốc (FAO) về kiểm soát chất lượng vaccine và thuốc thú y.
